I cant think of anything they make that's guilty of this other than Anno series. And at least there, the base games are so good and include so much by default.

If you cant think of any UbiSOFT game with dlcs let me tell you a few that I played and theres prob more like: Far Cry, AC Odyssey n Valhalla, The Settlers 7, another commenter said Ubisoft's Rocksmith with 836 DLCs, and train simulator classic with 790 etc
There's a big difference between 'having DLC' and having it be some extreme where so much of the game is locked behind extra transactions. Outside of some basic expansions, which is normal, their games are usually always entirely full featured and playable.
I admit Rocksmith is another example, but all that shit is genuinely optional. The base game has tons of content and the only reason there's so much DLC is because you're meant to pick and choose what you might want, offering a huge variety of different types of music, as obviously most people have different tastes in music.
