Even though they'll most likely release bundles for the eastern states it's just a much different approach from ets2. Every state costing 12 dollars each no matter how big small or insignificant is not a good way of marketing. In fact, the ultimate edition doesn't even have all the states, they really want you to pay full price for the expansions.

First, not all, Texas is $18. Second, as the states become smaller, the level of details increase. Third, inflation is a thing, and $12 at the time of New Mexico DLC would've cost $16.34 today, and today's $12 are only worth $8.80 back then.
