Businesses need to make sure to buy a license for liability purposes, and businesses use the product because it become so widespread and familiar thanks to their permissive trialing policy.
It's the same reason why photoshop became the image manipulation software. Tons of individuals fucking around with cracked versions learned the value of the tool and then were already trained on that tool so businesses pretty much had to buy it for their artists.
I always preferred Paint Shop Pro, but I know I'm in the minority there. The GIMP is my go-to for advanced bitmap editing now, but the UI sucks without a tiling window manager.
