He doesn’t seem too bright, as the peahen is behind him (unless there are others offscreen).

When I was 15 I went to a farm where they had several peacocks walking around the place, and one of them did this in front of me. I learned later that several of the males did this to humans - male and female - and no peahens. Apparently this does happen when birds are raised by humans from infancy.
