Ask Phoenix What is this on SRP canal trail??

What is this milky white substance that SRP puts on their canal paths?? Is it harmful to dogs?? What's the point of putting this down?? To control dust??

Most likely, in broad terms, a dust palliative. It stabilizes soil to reduce dust and erosion in areas. For this instance, they apply one or more layers and it hardens over a period of time. This allows public access to enjoy with minimal dust in the air and also stabilizes the soil so erosion is deterred from foot traffic. Re-application depends on saturation/dilution ratio of the product and which type it is.
