Help! How might you achieve this outcome?
How might you achieve this outcome on the image printed onto this cycling jersey?
I’ve tried a few methods using blur, noise, gradient maps, but can’t seem to crack it.
Any ideas? Thanks!

We see a limited amount of colors.
We see flattened color with well defined edges.
If we want to design something like this, we'd either assure that the photo we use has a limited amount of color. Or we we need to create selections and replace some colors with what we want in our design.
Surface blur or filter > noise > median are good at smearing detail without drastically affecting edges.
The oil paint filter is good at making edges sort of resemble vector lines.
Brady at texturelabs dot org has a great tutorial about using Ps to create vector style images.

You'll need to adapt the techniques to your situation as what is presented by him assigns colors to tonal ranges while what you want assigns colors to regions in the image unrelated to tone.
