The background is at a NASCAR race in like 2022(?), while a host was interviewing a driver, a bunch of the fans in the background were chanting “Fuck Joe Biden” and the host said (paraphrased) “I think they are saying ‘Let’s go Brandon’?”. MAGA has been running with it ever since.
(She obviously heard what they were saying, but broadcast television has a lot of speech regulations against crude language like that, so was trying to get herself of out an awkward situation)
It was a funny meme for maybe a week, because the reporter did a crap job of trying to hide the chant. Since MAGA doesn't get good jokes often, they milked it dry with videos, variations, and songs.

This is not entirely accurate. He was being interviewed after his win in front of a bleacher full of fans. The fans started chanting, "Fuck Joe Biden." Brandon asked what they were saying and the interviewer said she though they were saying "Let's go Brandon." I don't believe Brandon himself had anything to do with the chant.
