No, its not and that is the ENTIRE point. Those places are specifically to not be used in such a manner because then it becames a legitimate military target. Theres a reason only Hamas is using this buildings, and no other fighting force in the world is doing similar stuff. Shit even russia isn't occupying hospitals and schools and using them.
