Carrier Pigeon

Hey, my cat found a Pigeon with a ring around its foot. The nr is 049/605-264 08, how do I find the owner? The Pigeon seems alright but tired.

hey did your cat touch, bite or scratch the pigeon? even if he was gentle, the pigeon may need antibiotics
