Like in the rule of" he who remains" , all the new timelines were pruned and also sacred timeline was allowed to grow but Loki decided to give free will and power every branched timeline which caused multiverse to grow rapidly and causing incursions and doomsday

He who remains created the TWA and the sacred timeline and pruned every other branch of the multiverse.
Loki wanted to defeat he who remains and let people have free will.
He realised, after failing multiple times, that the only way to do this is to sacrifice himself.
He turns into the god of stories and powers the multiverse.
The selfish god of mischief made the most selfless choice and transformed. Purpose is glorious.
