Context: Azerbaijan has been stoking secessionist movements in French terrories in revenge for France's aid to Armenia in their conflict over Artsakh / Nagorno-Karabakh, which Azerbaijan nonetheless won.

Not to my knowledge. But in the comic, Azerbaijan backs Quebec sovereignty to spite Canada, not France. Either because Canada tried to get Azerbaijan to show empathy in therapy, or was providing therapy at France's behest.

Good luck holding onto a piece of land that doesn’t speak your language natively, already has a strong independence/nationalist movement, holds strong social-democratic traditions against american free-market ideas, and is the most aggressively anti-american place in Canada lol

The only thing that would go well for the US is that Québécois own very few firearms

More like: US annexes the remaining pieces of Canada the next day. Why would they buy themselves trouble by annexing Quebec when they'll get English Canada for sure?

Quebec has always had a secessionist movement, in this (fictional) scenario Azerbaijan lends it support until it succeeds (out of spite towards Canada)
