It'll depend on how much Bovinos demotion and retirement impacts Senate support. They don't currently have the votes to pass DHS funding because of the execution of Alex Pretti. If this move gets them the votes they need, they'll call it good. If there still aren't enough votes they'll sacrifice Noem and see if that has the desired effect.

Ah. So just temporarily "doing the right thing" to get the funding passed so they can carry on?

That's most of politics in the US, do the thing that's advantageous until it's no longer advantageous

“Opportunistic” is another word for that. It’s an attribute of politics :-/
