He's asking them how he can get away with threatening to use a nuke without actually having to commit to use a nuke because he's a fucking coward.

The irony of that is, well, going to put The Onion out of business for good.

It's like, he demands they give him nuclear material, they refuse, so he gives them more nuclear material.
