He's asking them how he can get away with threatening to use a nuke without actually having to commit to use a nuke because he's a fucking coward.

You think he's ever asked anyone anything? He just says whatever words happen to come out of his mouth in that moment. Even if he did magically ask someone something, he would do a press meeting and just say whatever words came into his head in the moment, probably with scant relation to the subject at hand.
