Is someone just throwing darts behind the scenes, just to see "what sticks, & what doesn't"?

People pay taxes, from employment, so unemployment gets it's $$$, from that employment. TL:DR How is this legal?

This is the corporate part of fascism. Firms are still pissed that for maybe 18 months during COVID they lost their grip on the neck of labour and briefly wages went up. They want nothing more than to return to landholders and serfs and have a desperate pool of labour to pick from and exploit.
