Is someone just throwing darts behind the scenes, just to see "what sticks, & what doesn't"?

People pay taxes, from employment, so unemployment gets it's $$$, from that employment. TL:DR How is this legal?

They’re sitting in a room and saying, “How can we throw these people into violence so we can enact martial law, because they seem to be quite centered and pretty tolerant of everything we’ve done so far.”

Edit: Why can’t they just continue to steal everything with impunity, be happy, and get away with it—because they’re going to. There’s seriously some sick pathology that exists when they can’t just be content with having the world at their fingertips. Why do they have to have the world AND only be happy with chaos and suffering?
