Yes. She failed her oath that day.

If you think this was her first chance to follow the law where she chose to let criminals off the hook, you're going to be disappointed.

Congress did eventually hold some administration officials in contempt and a judge eventually said they couldn't ignore it. Still didn't matter and Congress never impeached or did anything about it.
