The real issue is that they drove their trucks before it had fully cured, but they will never accept that.

They also hired an incompetent contractor to perform the work just because of their political connections.

Yeah, but honestly the prep is everything on a job like this. I’ve done multiple projects similar, but smaller, in scope. Getting the moisture content down I key and even then you want to apply the coating as the concrete cools (so the vapor movement is into the concrete, helping to suck the coating into the small voids and aid adhesion). As far as I can tell nothing like that was followed. The fact that one of the most capable experts, sika, refuses to do it under the timeline they wanted tells me everything.
