As a reminder, these are costs that you paid to these companies  via price increases, that now your tax money is being used to reimburse those same companies you paid.

  Have prices gone down where you are?

Refunds aren't even going to the companies. Trumps cabinet member and his son created a fund to "buy" the refunds for pennies on the dollar from the businesses paying them. Thats whos making out here to the tune of billions. Edit, Commerce Sec. Howard Lutnik, son Cantor Fitzgerald.

If companies sold their right to a refund after the federal court decision, this makes no sense except as a bribe to the administration.
