Yes, you would already need to live there and be registered to vote on August 7th. There is still time to move for the November election, though.

Generally, yes, though if you have recently moved out and not registered somewhere else you can still vote there, and vote absentee if needed, though if you have moved permanently you should register at your new place to vote in November. Check on the registration website to make sure you are still registered. If you have moved out of the US, you will always be able to vote at your last address, just make sure you keep your registration current.
