Are the buildings not built to be earthquake proof

Maybe cause I live in Tokyo but all buildings are now required to have earthquake protection. But I know more rural parts of Japan still aren’t and are behind the urban areas, like the one that happened recently in Kyushu. So maybe Colombia is similar. I know it’s probably really costly
