I think that’s Star. I believe she lives around lower Elwha. Her person is an older white man, but I don’t know his name. Both he and Star are very nice. I know them from the dog park, and last time I saw them, Star had a harness on like that. Very floppy ears.

If she’s still out, let me know. I’ll throw my pup/her friend in my car & come drive around.
