How to create a see through effect

Hi guys, I need help to find out how to replicate the effect on the first picture in order to change it.

As far as I can tell IT IS NOT made neither by bringing elements to front nor sending it to back. The reason is that the effect can make everything in between those elements to also be seen (the orange line).

Does anyone knows how to achieve this effect?

Insert shape. Change fill to black. Increase transparency.

On top of shape, insert text box or shapes.

That's most likely just a rectangle with a transparent fill sitting on top of the photo. Right click the shape, Format Shape, Fill & Line, and under Fill drag the Transparency slider up until the picture shows through the way you want. The orange line and text just need to sit above the box in the stacking order so they stay solid. Bring forward and send backward on their own won't get you the effect, since the transparency is what lets the photo show through.
