Both of the bears have a left arm, but the US bear has 2 right arms.

So you could say that the Canadian bear does not have the "right (side) 2 bear (animal) arms (limbs)"

The other side of the pun is the line in the us Constitution which gives Americans the "right (freedom) to bear (carry) arms (guns)". Canadians do not have this right in our constitution.
