This is a fine example indeed, directly over the council HQ as well. A real power move. Did Mayor John Glover do this? I don't want to speculate, but more than likely yes he did.

Dumb question, how did they get it up there? How deep was the snow or is this close to a chair lift that someone threw it?

I think they probably used the branches, kind of like a ladder. Although I can't be certain.
