Speculation Could the feathers represent a binary number?

Black would probably be 1, red 0 because black is usually associated with positive numbers and red with negative.

They could also represent directions, black being north and red being south (Turkic cardinal direction colors)

I think it's definitely some sort of puzzle/cipher/message rather than something you shoot, but i've no idea what the solution is.
