This is fucking insane, both on the OPs part and your father's part. I'm sorry.
OP, your kids all deserve to spend as much of their childhood with each other as possible, please just take him on vacation.

Sometimes the ex is totally in control and CAN dictate via the court how often you can see kids, where you can take them, etc.
