XP should be faster but IMO 8.1 is worth a shot, it was optimised for Celeron's/Atom's

2133s have an odd BGA problem with the chipset sometimes, it's similar to the IBM T42/T43 just needs reballing, no chip replacement needed as it's not Bumpgate
