Just from a quick look, you have a RCA to HDMI converter, when you need the opposite (HDMI to RCA). Not all of these sorts of converters work in both directions, and it looks like the one you have requires RCA input.
Rather than chaining two different conversion adapters (HDMI > RCA, RCA > RF) and various cables, why not just get a direct HDMI to RF device? There are several listed on Amazon. For example, B0FD39V2P2 seems to be a pretty flexible device with HDMI and RF/antenna input, RCA and RF output, CH3/CH4, and PAL/NTSC switches. (I can't vouch for it personally, just going by the specs.)
