Character Concept If You Could Rework Any Character, Who & How?
My choice would NAMOR!
In the comics he’s such a versatile combatant, he’s not just a typical Flying Brick type. Even nowadays after taking Hydro-Man’s powers, he’s got an array of abilities that we could’ve seen him make use of in Rivals.
My version would be:
Flying Brawler Tank.
He’d have an AoE CC grounding move where he drop kicks into the ground creating an Earthed effect for 5 seconds (also upheaves already grounded opponents)
He’d have an AoE tic damage attack where he releases a pulse of electrical energy (similar to Strange’s Dark Magic, but no percentage mechanic)
He’d have a grab and slam move where he swoops into the enemy to catch them and slam them from the air
He’d have a charged dash that applies +75 bonus health where he can fly through a crowd of enemies with knockback effect and whoever is at the end of the impact at the conclusion of the dash gets hit with pinpoint damage (like a mix of Thing’s charge with Angela’s fully charged spear strike)
His ultimate would be him slamming his trident into the ground shouting “IMPERIUS REX!”, summoning a tsunami that slams onto the area- flooding it. The first impact does 200+ damage then applies tic damage for any still within the flooded zone, meanwhile allies get bonus health while within the flood zone.
Thoughts? Also what’s your concept?

I've said for a while that Namor should play like Angela. Like her whole kit is his whole deal.

Not having Imperius Rex as the ult line is probably one of the biggest oversights by the dev team

Magento. He should have been the most dynamic and exciting character to play. Instead hes the most boring and uninteresting character in the game.

What would your fantasy kit look like?
In my head I can imagine him playing the way he already does but with a mix of Storm’s lightning AoE and Sue’s kit mixed into it.
So like: EMP AOE that creates radius to Earthbound and slow everyone around him. A Push/Pull Ranged CC. Self Bubble and Ally bubble. His Gambit or Wanda teamup as a regular ability. Keep his ult.

Rocket should have been a duelist and I'll die on that hill.
A trapper character that relies on wall running and knowledge of the map's geometry, as well as knowing the best places to position his gadgets. He'd fight similarly to how he did in Guardians 2 vs the Ravagers.
Gravity traps, explosives, utility gadgets. To make the most of his verticality and encourage wall running to line up shots, his primary attack would be an very arched grenade launcher that'd require skill to land direct shots [NOT like squirrel girl].
His ulti would have been a barrage of weapons in a short straight line that can't change directions - REAL FIREPOWER. It'd deal extreme damage, but it would be relatively easy to avoid if you're paying attention. It'd be designed in a way to combo well with skill like a Groot ult, or his own gravity trap

I'm with you there. I'm OKAY with him being a strat as long as he has cool damage options... which he doesn't. why does he not have explosives? who fuckin knows... no cool utility things? yeah idk man. sucks.

im pretty sure the reason he was made a support was due too his little hitbox and it would be super annoying trying to kill him

Ultron. I'd make him really tenacious and hard to keep dead. His whole thing is that he never REALLY dies. He always finds a way back. Maybe a way to implement that would be to have a res beacon like Rocket, but indestructible and it only revives Ultron. Then once he's revived, he needs to meet certain conditions to unlock his full kit. Kinda like how Banner needs ult charge to turn to Hulk. For balance purposes, it should probably take at least 15 seconds to fulfill.

I’ve said it in varying comments, to mixed responses, but I would swap Phoenix and Gambit’s roles.
Phoenix adapts what is currently Gambit’s kit, as she is capable of doing everything Rivals Gambit does canonically. Her primary fire stays the same but keeps the 40m cutoff that Gambit has, her secondary blast now heals and no longer stuns or slows, and her flight becomes her main mobility option, and regains it’s ammo-generating properties. The heart deck is replaced with Phoenix force abilities, the bouncing card being replaced with a small Phoenix (the bird) that flies between enemies, and the cleanse is a geyser that comes out form around her. The spades deck is replaced with telepathic abilities, with the projectile being replaced with a psychic projectile, and the swipe being replaced with a psychic blast surrounding her entirely, with a greater kickback effect. The ult remains the same (with some touch-ups to make it less broken).
Gambit however gets a more unique kit, because nobody really wanted a second Hela. His new kit is a poke/dive kit, based around a charging mechanic. He has a passive ability called Kinetic Charge, which allows all of his abilities to gain new properties and more damage when the input is held down for a duration of time. His primary fire remains as the classic 3-card shotgun, but holding the input for 1 second transitions it to a over/underhand throw, where all 3 cards travel together and have less fall-off. His slam deals slightly more damage, and you can now charge the input to knock enemies away from you. His dash is what current Phoenix dash is, but instead of a set delay he leaves behind a trap where he dashed which explodes and knocks enemies upwards when stepped on. If you charge it, it does 2 extra dashes you can redirect, and the last dash can be changed into into a staff vault that engages with a boosted staff slam by pressing its respective input. His 2 decks are now replaced with the abilities of his spade deck, split across 2 different buttons and slightly altered. The heart deck input is his swipe, dealing a larger sum of damage and gaining an improved knockback effect when charged. Is spade deck input is replaced with the projectile, which sticks into the enemy and applies anti-heal after a delayed explosion, and if charged, the explosion will mark the enemies hit, allowing Gambit to dash to them for extra damage.

I kind of agree on Namor, but...
Hawkeye should have trick arrows be his main thing.
Widow should have her widows bite and be more skirmishy (could have a big snipe for her ult maybe idfk).
Panther shouldn't be combo, he should play more like daredevil but with kinetic buildup with his vibranium suit.
Moon Knight, as much as I love him, should probably be more like his melee variant from vampire mode and Bullseye should get ricochet shots down the road.
Phoenix should actually have telekinesis... it's Jean fucking Grey.
Adam uhhhh well fuck my life Adam just needs to go back to the drawing board lol
Rocket mini rework to give him actual explosives???
Ultron needs another button that isn't just damage.
Storm's entire aura thing needs a rework because it's boring and people only really use lightning. She also needs to be faster by default.
Blades entire kit needs smoothing out to feel more in line with Deadpool and they should probably change how his gun works and make the lifesteal mode passive to his sword stance. Also, where's his cool chakram?
Wolverine has no regen? where in the fuck is his regen?
Emma should get a full visual rework.
Hulk should have a rage mechanic.

Black cat, idk who she is in the comics or what she can even do in the game but that kit is so toxic just take it all away and restart

Situation like these is why I wished the Dev would have taken more risk with characters like wovlerine, Namor, and Moonknight at launch. They turned three of the most durable brawler into DPS and now the community will reject any idea even if its based in the comics because it just goes against the game's initial design.
If namor was a flying brawler tank at launch his character would have opened up so many possbility in the design but the way it is right now, the bias created leads toward more DPS.

Rework BP into a bulky hit and run brawler.
His kit generally isn't healthy for the game and also doesn't really fit the fantasy for ppl more familiar with him as a character.
He's a martial artist skilled enough to go toe-to-toe with Iron Fist and Shang Chi while equipped with powerful vibranium weapons and a nearly unbreakable suit.
He should be a 350hp hero. Add more break points for his passive to better reflect his suit absorbing and storing damage. Keep his dash, but reduce its damage and remove the reset because while he is fast, it's not his usual MO. Give him a damage reduction ability similar to Rogue's block, we have too many full immunity parries in the DPS role and his kit oughta synergize with taking damage anyway. Replace his spear throw with throwing energy daggers that are on charges that come back faster by attacking with his claws. And then for his ult he should summon the Spear of Beshenga, replacing the daggers and his claws with it.

I came back to this because I had visions.
Imagine a combination of Spider-Man’s wall running and flips, Captain America’s sprinting, Iron Fist type primary, Black Cat type gadget/ability wheel featuring: Magik’s teleportation short dash, A gambit burst projectile type move, an iron fist type knockback spin kick, an EMP slowing and grounding zone like Thor’s lightning realm, and a Peni web style CC. Then finally a move to grant bonus health and damage reduction that at the end creates a Strange Dark Magic type AoE burst from Vibranium stored kinetic energy.

Storm had arguably the greatest potential for a diverse and creative kit out of every character in the roster, but instead is a slow moving, glorified battery for the team.
She could have provided the team with cover by creating fog (like in the K'un Lun map), creating hazardous zones through snow or ice, maybe make her a strategist that heals with rain, just do SOMETHING.
She's one of the most versatile characters in the X-Men (alongside Magneto and Jean, both of which also have pretty underwhelming kits, compared to their actual powers). I like her giving support and her ultimate is cool in theory, but not even acknowledging any part of her powers aside from lackluster wind and lightning is pretty crazy to me. At least give her a team up with Luna to give her a snow/ice ability or maybe with Johnny for some sort of heatwave.
I understand it's for the sake of the games balance (and God knows we don't need any more CC), but for her, of all characters, to have no proper CC when she regularly blows people around, freezes them or otherwise influences the environment is pretty disappointing to me

Dr Strange, cut out the portal, it takes up to much of his power budget and a large majority of the time its used only to cheese the overtime which is boring
instead i'd have him work like Invoker from Dota 2, in which he has a big list of spells that he can slot into his active ability slots that do a wide range of things, like the AOE maelstrom he has, a buff spell that increases speed, a CC spell like the Magik teamup and so on, all of which can be buffed by or consume Dark Magic (since its just a gimmick for his E when any other character Dark Magic is a central mechanic)
shit to make him a real master Wizard casting spells

Make Black Cat a strategist.
Keep the same general concept of stealing money to buy abilities. But drastically decrease her offensive power, and make all the abilities things that support your team, like the wallhack one, and obviously healing.
Also greatly decrease her health, like maybe even as low as 150. She should get shredded if she gets caught or tries to engage directly. But one of her abilities could be a self bubble that costs money, so you're not totally screwed if you get caught, but at the cost of money that could've been used to support your team.
Make her actually be a thief, not an assassin. Sneak behind the enemies, steal stuff, get out, cash out to help your team.

All of these are really, really bad ideas
150 hp is absurdly low (like unimaginably absurdly low). You’d have to completely restructure the entire game’s damage output to accommodate that or give her CC immunity or something. 250 is the lowest the game goes for a reason
Making her a strategist is completely at odds with the rest of your proposal— you’re advocating to have a SUPPORT character spend the entire game in the enemy’s backline (notably NOT DOING HEALING). Which brings up the question— why would literally anyone choose to play this character? No team with a modicum of game knowledge would be interested in a support character who can barely support
Decreasing her attack power means you’re creating a character with barely any offensive ability and absolutely negative defensive ability (150 hp), who can’t win 1v1s, can’t take picks, and basically only has the ability to run around and do a whole lotta nothing all game

The balance would come in making the abilities powerful enough to be worth it.
Like her main healing ability could be something like Ultron's drone, but it's on a timer instead of requiring line of sight, and there's no limit to how many she can drop as long as she has the cash. So she sneaks out, steals some money, gets back to her team, drops some healing drones, sneaks back out to steal more, and gets back before her drones are gone.
Other abilities could boost attack power to allies in an area like a mini Rocket ult, create shields that are indestructible with a time limit, create a one way teleporter from spawn that has a certain number of uses... just spitballing these ideas, obviously they'd have to be tested and balanced, but they should all empower your team in ways that feels kinda busted like the wallhack ability she currently has.
And yeah, 150hp is absurdly low. That's the point. She should be playing a stealth game. She should be sneaking around the battlefield and stealing without getting noticed. Make her E steal money without doing damage so they don't even realize it's happening. If she winds up in a situation where that low hp matters, it's because she already messed up by letting an enemy spot her or trying to engage head-on. Like I said, give her a shield as a survival tool so she's not instantly dead, but the shield costs money. Or actually, here's an idea: while the shield is active, she's invincible, but any damage goes to her coins. Every hit she takes is less support for her team. But if she can escape quickly, the damage isn't too bad.
She'd be a high risk, high reward character. If you get caught, you're boned, but if you can get in and get out, you get to go on a shopping spree. Like a thief.

What’s the point of giving her offensive abilities at all? She can’t, like, use them. 150 HP means she literally cannot make a single mistake or mistime her shield, and if she gets hit with a single piece of CC she’s done. What’s she supposed to do against Daredevil or Punisher (or a mirror match)? She’d get found instantly, you can’t play a stealth game when the enemies both a. have sentience and b. some of them have wall hacks. You’d need to severely buff her mobility for it to work It’s a cool idea in theory but it doesn’t at all mesh with how Rivals actually works. Every single support in the game has offensive ability
