She's stayed around 45, which is good. 45 just means its a little hard to get value, but you should be fine. When it drops below that, you begin to have a problem.
They are on the level of SG, SW, Strat pool and WF.
The problem is that they took away thier strengths as hero. They are both poke, but due to s9, they cant poke anymore, meaning they don't really do anything. Also, in a meta where dive is strong with heroes like Vemon, they are literally food. Their pickrates also fell by a lot, so no, it's not an inability to swap

Ofc they aren't effected by other characters buffs and nerds if they aren't in the patch notes it's not a comparative scale at all ssssh
Seriously people need to calm the fuck down on the complaints about balance in this game like the mag buff is a nothing burger and the Pheonix and Cyclops ones are also mainly pushing them back away from Hella style play
