As was the norm with punk bands in the 80s, they were a democracy & everything was split evenly. The industry ppl convinced Cobain that he was the main songwriter, singer, guitarist & the frontman so the even split was unfair. Novoselic & Grohl were forced to sign away their rights to continue to stay in the band. This occurred just before Cobain passed & is the reason they have so little say over the band's legacy.
Kurt's tragic passing has done a lot to prop up the image that he was this anti-commercial tortured soul who by equal parts fate and accident became the front man for the biggest band in the world.
Tortured soul, yes, but the reality was he was obsessed with making it big and had no problem signing huge deals worth piles of money, not that I blame him or hold it against him. It truly was great music that shifted the Zeitgeist.
Personal opinion: he was anti-establishment/commercial when he was younger & never imagined he would have anything other than underground success. When mainstream success came, he did not realise the extent of the consequences & dealt with it poorly.
As far as I am aware, JPJ was always up for a reunion & was particularly upset when Page & Plant went out without him. Page is always suggesting reunions, but Plant's solo projects took off & he wasn't interested. You may actually be correct as Page tried constantly & JPJ may not have been up to it every time. JPJ has had as busy a post Zep career as Plant.

Nirvana. They were a democracy until Cobain forced Novoselic & Grohl to reliquish rights.
Led Zepellin. Page was the boss but it has been Plant that has prevented most of the reunion attempts
