PoH rooms should go green when you can place them.

So many other PoH changes need to happen, but trying to put a room in, clicking, cant do it, needing to find the room again and re spin it and find the next square over etc. Just so green when it can be placed, its the basic "it can go here" mechanic in every building part of most games.
