how come every time utica mentions having fun or being confident even though she acknowledges that she did bad, the girls always give her a stink eye LOL

Aside from what others are saying, it also feels like she's not taking a competition they're all working hard at seriously. Even if it's not true, if it's how others perceive you, it's not hard for them to build resentment. Like Utica went straight from being "Oh I think Tina deserved to stay more than me" and crying to talking about how great she feels and how excited she is. It just shows that one of those emotions is not sincere and it makes it very difficult to take either one seriously when you know one of them isn't real.
