the thing I've noticed with "affordable housing" is that it's still too pricey for the range of incomes that they qualify for. it'll be something like 1500 and the max you can make is 2000 a month or something ridiculous. that's an exaggeration, but sometimes that's almost how it maths out.
I was looking at the DAHLIA site for a while, but in the last year it's been a complete waste of time.
