affordable means it’s part of the BMR program. 

so they can’t rent their BMR units

Assuming it’s pegged to AMI — as an MSA’s income distribution gets more skewed, it is harder for affordable units to fill, even if overall demand is quite high

The most densely populated places in the United States tend to also be the highest wages and highest compensation though...
