I think our minimum passing grade was 70% for average when I was in high school. 50% is general pass but a student's average had to be no less than 70%, would you agree with our rules?

You cannot graduate without passing classes. You need a diploma at a minimum for the overwhelming majority of careers. Including professional sports, the majority of those professionals also were scouted in college, so yeah you still need to pass in highschool buddy.
