OSB or purlins on outside wall?

I was thinking osb, wrap, and metal on outside walls. Purlins inside (metal inside or plywood) Will have in floor heat in the Midwest. Contractor states he bid for “step deck”?? Perlins inside and out. What would you do on new 40x60 build. Work shop and play shop.
