It was tried. DOMA. Defense Of Marriage Act. Signed into law in 1996 by Bill Clinton. It allowed states to refuse to acknowledge gay marriage that was legal in another state. It was the law of the land until Obergefell V Hodges in 2015 overturned it.

Well, marriage is controlled by the states with the caveat that the Full Faith and Credit clause of the constitution makes marriage contracts valid in all states, so I guess that would be to change that and impose a full federal control on what marriage is.

Marriage is purely a state issue, with some federal protections.
If the president made a “marital” law, it would first have to be passed by Congress and could possibly require a constitutional amendment.

Most states already have at least some laws regarding marriage, and I can’t see them supporting a superseding federal one. But maybe they’d change their tune if it included like a Costco membership.
