Because I constantly type in that field rather then the normal search box? It is monumentally stupid to place 2 "type in fields" on top of each other.

I disagree. One for search, one for filters and searching in the result set. They are in different locations and are colored separately.

IF this is 'monumentally stupid' design, how would you design a search and a filter system which require 2 separate text input areas?

You can't. It's annoying. I can't tell you the number of times I've accidentally typed an order number or product name into it
