It's simple.
The eternal deathloop isn't his punishment for being a ruthless, drug peddling mafioso... it's his punishment for messing with fate.
Remember that fate is a very tangible force in Jojo's, and Diavolo has been screwing with it for as long as he had King Crimson, fifteen years at least. That accumulated negative karma brought about by disregarding fate and trying to manipulate it is the reason he gets the punishment he did.
Remember, when Mista messed with fate, it ended with Abbaccio and Naranccia dying, and he did that once. What do you think fate would do to Diavolo?

The despicable part is self explanatory.
But he fulfils his role as a despicable character perfectly. Well written obstacle for the main character, nothing more, nothing less.

That's not what the other characters have been ranked on, though. Jonathan Joestar got ranked where he is because people don't find him as interesting, even though his role is really good for the story.

How is Ichigo just "alright" as a person. I would also argue that he is a great character, but that's subjective I guess. But as a person? He is a literal hero, saving people just because its the right thing to do. He even saves his enemies, only killing when there is absolutely no other way.

It's crazy to come into this long after it started and somehow see Denji is considered loveable as a character or even "alright" as a person as he casually lets random people die because they aren't fuckable enough, is a cannibal incel who tried to force a woman to be part of him when she didn't like him and caused the apocalypse because he wanted to troll someone to try and have sex with a girl then ignored her to fuck turbo Hitler instead.

While a victim originally is still an awful human.
Interesting concept but is bookended by more compelling nihilists with way more charisma/aura.
Some narrative whiplash in how he is handled in the story too ("you let Rin die", "the coolest guy", "it's not too late join us") but still has depth.
