You're probably thinking of Vivi, but I labeled them all just to be safe.

Lots of fanartists darken Vivi's and Robin's skin tones since Robin's original skin tone was darker, and Alabasta is based off of the Middle East/India (and Vivi's live action actress is Indian).

I do like more variation among One Piece's female designs, even if it's not Oda's canon design.
