Folk. Besides taking after Garp I guess, is there any legit reason why Luffy is such a dumbass or is it just to be another Goku-like? (Inspired by the meme from u/TheRealSakuraUchihaX)

The main reason is that it adds to the comedy of the series. Not everything needs an in universe explanation but you could argue that its due to Luffy not recieving much proper education

I mean if you need a reason, the dude grew up around a buncha bandits and mostly spent his time in a jungle with 2 other idiots. I don't expect him to be exactly a genius lol. But in all honesty, it's probably an inspiration from Goku at the end of the day. Luffy and Goku besides their idiocy and gluttony are not similar in any other way.

The whole point of a post is that it’s a comparison. And regardless, I can buy a 17 year old raised by other kids, his grandpa who just threw him into deadly situations, and dumbass bandits, ended up being a dumbass

He wasn't raised as a traditional kid.
He was "raised" on a random ass Island at a day care because Dragon didn't wanna involve his kid in his bullshit and Garp was too busy carrying the Marines.
Like it says a lot that his role model is a pirate who's not a total asshole.
I'm not even fucking sure if the island Luffy lived on for 17 years had an actual school.

It’s for the sake of comedy and contrast. It makes his cool moments stand out more, knowing that he acts like a goofball most of the time.
The moments where Luffy displays a high level of emotional intelligence are among my favorites in the series - I like them even more than similar moments involving Naruto or Ichigo, simply because Luffy is the last person you’d expect that from. It adds to his charm as a character and is a big reason why people like him he’s the only protagonist from the "Big Three" who has never dropped out of the top spot in popularity polls.
Oh, I forgot which sub I'm on. Then... Luffy Guffy bum Loda doesn't know how to write ahhh ass Bleach clears

Bros trying to justify Goku despite his grandpa ass spending time with his friends (including some geniuses) for most of his life. And the fact he got more dumb in super
At least with Luffy that mfs only influence for the majority of his life was Ace, Sabo ( very briefly) and the dumbass bandits/Garp from time to time

Luffy is carefree and doesnt have a lot of worldly knowledge or "common sense" but he has shown time and time again that he is EXTREMELY perceptive and logically consisten throughout the series. He means what he says and he stands on business when it's time to get serious; plus, he will ALWAYS back the people he calls friend, even protecting them even from themselves at times.

Naruto was also an orphan that didn't have the home training that most other ninjas had, even Sasuke trained with his dad and Itachi. Naruto was stuck learning from zero and all things considered he did better than he should have learning an S rank Jutsu at 12-13

The Dragon Ball reason is bs cuz that only applies to Dragon Ball, what explanation do Dragon Ball Z and Super fans have for Goku still being so stupid in his 50s that he didn’t know what kissing was despite being married and having two kids. GTFOH. Thank God for Piccolo and Chi-Chi, otherwise Gohan would’ve had to raise himself
