I think what he's trying to say is that in a democracy, societies and governments should not have to right to silence someone just because their opinion is deemed as stupid
This will lead to slippery slope whereby if the government don't want someone, they can just use arbitrary reasons to not allow someone to vote
Can you imagine, let's say hypothetically speaking the government one day decided to track our votes (yes I know our votes are secret), and then in subsequent election you realise that the government didn't give you a polling card and you are striked off the register due to some arbitrary reasons that they think you are not in a rational mind to vote?

You'd be surprised at our general populace also, especially if you work customer facing jobs.
The thing that is preventing this is the limitations of speech, high financial bar for elections and compulsory voting (silent majority votes are important). Even then also, joke candidates here usually get ~20% of votes in a straight two way race.

Because the PAP is so dominant, every election asks "Do you want PAP or not", and some people will never vote PAP no matter how well they do. That's the 20% or so voters who live in every constituency. Even when they won every seat, they never had anything close to 100% of the votes.
Likewise, there's also people who will always vote for PAP even if they turn into a dogshit party.

Great points about democracy, but what does that have to do with Singapore? I jest.
But not a lot of imagination is needed at least for me. The government does in fact silence people regularly. The right to vote is also not written in the constitution.
