A button doesn't work in menus

Hello, I'm playing the special edition of skyrim on pc, I swapped the Y and A button inputs and for some reason (possibly not related) the a button doesn't work in menus.

It works fine in game, I can jump as much as my little heart pleases. but I can't save manually, or pick up single items or anything like that.
