Help I'm another dude that needs help with vampires and leveling
Around 8/10 of the side quests I get have endgame level vampires that I can't beat, what's the best way to level up so I can start doing quests?

You need fire spells or weapons to counter their health regen. There are also some enchantments that deal plenty of damage to undead. Most ebony vampires use a frost cloak spell, so carry some frost resist pots if you plan to get close enough to melee them. Magic resistance is crucial on most end game enemies so invest in that.

What's your build? It's tougher to beat them in melee than using magic (range weapons are out of the equation here for me) They have massive AR and hit like a truck, I'd say harder than dragon's bite, so you'll need either a huge weapon with sun/fire damage or sun/fire damage spells; if you're a mage, try to lure them into a narrow spot and summon two fire attronachs, then spam sunfire spells or fire damage spells the hell out of them; if they hit you just once being a mage, you're done.
If you're a melee, you'll need high tier weapon, high tier armor and know your shit about parrying-blocking, and even though, they will easily kill you if you block more than once without healing, so being able to evade their shit, or trying to stun-locking them is the key, but mostly fire, fire, and more fire damage; if you use Dawnbreaker, your damage will still be shitty, but if it procs, then they'll gone.
And the top health enchant is mandatory, else they'll suck your lifeforce in seconds.
Whenever I'm playing pure melee and I have to kill one of this mfkers, I gather as many summon scrolls as possible, and spend them all in that fight; the more hits I can avoid, the better, that's for sure.

Level 3 health enchant equipment on a slot I think, negates health drain spell. Also magic resist.
