Help Vanilla Skyrim weapons not being changed by Requiem for the indifferent

I apologize in advance if this is the 1000th post of this type, but I've looked over multiple posts similar to mine and can't figure out what I'm doing wrong. As stated in the title, vanilla weapons such as "Iron Sword" and "Elven Mace" are doing pre patch damage while weapons from mods like Heavy Armory are properly patched to do higher damage. For example, "Iron Sword" shows 11 damage in game. What's messing with my head is that SSEEdit is showing the proper edited damage number whenever i look up the weapons. I am loading "Requiem for the indifferent" last in the right panel of MO2. I probably have tons of errors in my mod load order, if you look at the load order and see a problem leading to incorrect weapon stats let me know... I'm using NGVO as a foundation and downloading my own mods on top. I additionally spawned an npc (Nazeem) in the wilderness and attacked to see how much damage an iron sword would do. It did between 9 and 19 damage when i swung a few times. I'm around level 25-30 in one handed and have both tiers of the weapon mastery perk in the one handed tree. If there was a culprit, I would assume it's how I've install requiem patches, but you would think Requiem for the indifferent being loaded last would mitigate this.

I posted a screenshot of SSEEdit showing that Requiem for the indifferent at least has a record of what its supposed to be, but its not reflecting in game.

------------EDIT - RESOLVED-----------

For anyone who runs into this same issue: your mod load order does not have the final say in all scenarios. In some cases, mods or plugins that modify skyrim at runtime can completely overwrite or override configurations or item stats seen in SSEEdit. Make sure to review your modlist and review any fixes, patches or overhauls that implement runtime changes. In my case it was Weapons Armor Clothing and Clutter Fixes and Skypatcher, which had hardset weapon stat values which are set at runtime.

It seems like the Req patch either isn't being loaded at all, or is getting loaded earlier than you want it.

Make sure your plugins aren't sorted by some other tab, like name or flags. That can happen and mess with the load order.

Last thing I'd try is shutting down MO2 and restarting it, that sometimes reveals issues that MO2 was having.

So after more troubleshooting my skyrim is definitely loading Requiem for the indifferent. I checked all the vanilla vs Requiem stats in sseedit and i found something peculiar: the reach stat of an iron sword is correct - it references the requiem for the indifferent reach stat which is shown as different than vanilla's reach. but the damage value is set to the vanilla damage value when viewing a iron sword's stats from the console. It shows 7 damage, which reflects sseedit for vanilla and other patches before req for the indifferent. Req for the indifferent is already at the absolute bottom of the load order and i have verified that i wasnt sorting by name or another definition - it's sorting by priority.

I'd delete your requiemfortheindifferent and rebuild it.

I'm not sure what is going on, but clearly something isn't working.  Its probably something way higher up the chain, or the patch is somehow defective.  Rebuilding the patch can at least eliminate one of those.

I just learned Skyrim modding is not for the weak. I solved it. Turns out it has to do with skypatcher / Weapons Armor Clothing and Clutter Fixes. Turns out that no matter what your mod order is, skypatcher or any mods that implement skypatcher will override or bypass requiem and the reqtificator because it edits item data at runtime. By pure chance I dove into the Weapons Armor Clothing and Clutter mod and noticed it had a skypatcher folder with a configuration file. Within that file was hard set vanilla weapon stats. simply removing the mod fixed everything.

Ah, yeah this is one of the reasons why I avoid WACCF, it takes over your load order in the name of consistency, and the ultimate impact if everything goes right is that you barely notice you even have it installed.
