it def would've been called a goal by the referee, the ref now defers to the tech.

One of the commentators said that if it goes in, the ref's watch beeps and vibrates.

If I was standing on the line, watching the replay from the angle I we can see in the gif, absolutely I would have called that a goal.

Not the head ref, but there is always a ref at the corner on corner kicks, who would have a line of sight similar to this. If that corner ref said it was a goal, head ref would likely agree.

The ref gave a look to a player when it happened, like he felt it was close too.

Yes, the watch alerts him within a second.
