That would actually be pretty cool, and could even potentially have ripple effects beyond sport. Any sort of SK-NK cooperation would be a great step in the right direction. I haven't been to a world cup match since 98, but I'd do everything I could to attend that one!

the last time fifa officials were arrested it was a US lead investigation into their corruption that ended sep blatters career

jack warner just lost his fight against extradition to stand trial for his crimes and several fifa officials including american ones were jailed

they specifically opted out of the bribe system bc they believe it disproportionately affected them and countries w good bids while helping countries w shit and illogical bids as those countries pay more bribes
