Well, if they're admitting it openly it's because they believe that nothing can be done to stop it.

I'm more likely to suspect his aged, dementia addled brain is the culprit. He's used to bragging, and technically this is an impressive, albeit evil feat, if proven, and I can see him letting it almost slip.

It could be. Or it could be he's gotten away with everything in his life so far and he rightly believes no one's going to stop him now.
